Any "Work visa" should require passing a specially designed (not in Commiefornia or DC) competency test that MUST be taken in English only. If you can't pass it, you can't apply for a visa again for 5 years. (Test should be updated/changed every month to keep them from creating guides/prep school).
Or we just do what I want. Ban all of them from entering the country at all, even for tourism.
