Make “taxes” be itemized receipts for government services rendered. Let entire governments die by consumer choice to simply stop paying for it.

We could and should start finding people willing to become delegates to a "government in exile". It's purely symbolic, but I think would be a statement of its own, to have two people from every state attend some sort of "new constitutional convention".
