It just means the ministry of truth will use extrajudicial means to punish the political opponents of the democrat party. Think of 'disinformation' as violating 'community guidelines'. They'll just make shit up on the spot to attack people they don't like. They'll put pressure on your ISP, your bank, your credit card companies to deplatform you, and will do the same to companies who don't comply with their demands. Basically what they've already been doing, but on a larger scale.
