Where isn't there a bio-weapons research facility? When I grew up I knew there was one near me (in the DC area) in Maryland. I thought that that was like the one place that was able to handle bio-weapons material and that there was no active research going on there, just storage.
Fast forward to the future where I am an adult with if anything more years of maturity on me than I wish I had and I find out we are doing bio-weapons research.. in a lab in China. None of that makes sense. Then I find out there are bioweapons research labs in Ukraine, in an area that has only been friendly to us for about a decade, numbering in the teens. And we are putting that right next door to Russia. How many bio-weapons research facilities are on this planet? Is every scientific lab on the planet with government funding a bio-weapons research facility? I always thought that fear of proliferation of this sort of thing was supposed to be greater than nukes. Why the hell would we be doing it on every corner of the planet?

At this point I have no reason to think that it's not.
This if anything is creating a case for international law, preferably enforced by the citizens. If I were the decider of international law I would give a one year grace period, at which point all "gain of function" or bio-weapons research needs to have already been cleaned up. If it hasn't been cleaned up, there needs to be a death penalty for everyone involved. Even if there were a case for some bio-weapons research, we are doing it in places like Ukraine and China. These people are nowhere near responsible enough to be messing with this stuff. It's time to put our foot down. This is just ridiculous.
