This is an interesting idea -makes sense. The only problem I can see off the top of my head is how it would be districted. For example, we know that most "red" voters are in suburban/rural areas. Let's say you have 30,000 people in within a square mile in the city. You might require 500 square miles in rural areas to find 30,000 people. You've made me curious what the ration of congress is per capita., I should probably know that, and I don't.

They'll signal amplify all on their own because "racism".
Its a chinese fingertrap for congress. The more they argue against it or explain why, the harder it will be for them to distract from, direct, or ignore the issue, and the more it will become obvious to the public.
