The real answer is no one will force you. What will happen is when parts of government fail, the grocery stores are bare and crime is rampant everyone will be clawing to get into fema camps for necessities. They will take what ever jab to get in. Simply don't go. The reason you don't go because you made other preparations and didn't panic.
