I believe the answer is yes, economics is a large factor in having children as well as a stable society not polluted with nigger, spic and muzzie "culture".
Black Americans do. The small town where I lived in the Deep South was 55% black, and raising fatherless children on welfare was an accepted profession. Some girls had 5 or more kids by age 20.
All that money would go to niggers, spics, pajeets and muzzies. White Americans wouldn't get any money to have more kids. The system is rigged towards White replacement and extinction. This would help accelerate that more.
I imagine trying to breed Americans is like trying to breed giant pandas by now. Even if all parties involved aren't gay or otherwise gender-confused, it's going to take a team effort.

They'd only be paying the non-whites to have kids, whites would probably be fined per child.
We already pay people to have babies and they keep having them, then let the "village" raise them to be violent savages.
