It's a substance that destroys minds and causes mental illness and degradation of society. It's not like alcohol or tobacco where it's harmful only in excess.

That's the first logical thing you've said in this entire thread. I don't even smoke but legalize it all. Pull all social safety net programs. Make shooting crack heads okay again and the societal impact will be a giant mass formation of weaker genes quickly removed from the pool.
