I feel like there's a solution here involving high voltage and a creative person to wire the brass plate with 220. Isn't there a smartbird around here someplace that could rig something like that?

Good thinking.

A charged high voltage, high energy cap with one lead grounded should do the trick nicely and could be surreptitiously deployed there.
