She's not wrong, even if her pathway to the statement was laiden in retardation. Sub 90s, you become functionally mentally handicapped by most medical definitions. This does mean you'd need intervention and assistance to live a normal life, including education, job placement, and government clerical assistance.

That said, it's sad when I've seen down syndrome folks who can handle their lives better than your average nigger can

She's partly right. (At least about the 'disabled' part.)

In 1959, AAMD set the IQ threshold for mental retardation at < 85. The civil rights movement of the next decade forced psychologists to rethink this boundary, because half the African American population fell below it.

In 1973, responding to this concern, AAMD (by then AAMR) changed the threshold for retardation from IQ < 85 to IQ < 70.

The boundary moved south by one standard deviation! The proportion of blacks below the threshold instantly dropped from about 50 percent to 12 percent. Subsequent refinements made it still more difficult to meet the criteria for retardation.

She's not wrong. Niggers are disabled, well at least 99% of them are. So how do niggers get "equal access to the voting system"? I guess no IDs is probably step 1.
