The only population in American society that has failed to advance when given equal opportunity to compete is niggers. No one else needs a helping hand. I'm talking about people without mental or physical disabilities. But, you see, that's the problem. Niggers are functionally retarded, with an average IQ of 85. They are incapable of higher cognitive functions, such as abstract thinking, future thinking, and problem solving. Half of the entire nigger population of America belongs on a short bus.
