Just because you write it down on another piece of paper and say it's yours, doesn't make it materially different.

I can't write down personal notes details of non-disclosure material and then say the actual information is mine. The text is possibly mine and my privilege to copy that note and copyright, but it doesn't mean I can pass the information outside the agreement.

Its rare to have a prosecution in such cases.

Most of the time a person says another person did something criminal to them. Its a lie. Its proven to be a lie. Its proven that the statement given was a knowing lie.

That's a crime. But the government ignores it , instead more than willing to ignore it for the civil system to deal with.

Yep. The big political fish, except in rare cases, just let go. More likely to get 'suicided' than convicted.
