Anyone else get the feeling that this is not just intention but they WANT this to happen?

Probably, It has been long known that using some fairly cheap equipment off ebay and a basement/garage are about all you need to start messing with very harmful virus's. I read something years ago about scientific papers redacting entire sections of their methods because they decided it was so damn easy that some random with very little understanding what they were doing could do a LOT of damage in a short amount of time.
