We have a minimum wage problem. California's minimum wage cuts off the less well put together from earning any income at all.

Homelessness is effected to a great deal by climate, so one thing you can do to reduce that as a factor is to look at states next to each other. If you find two neighboring states with different minimum wage you will also see a difference in their homelessness. Look into the New England area.
