That seems both a bit odd and also worrying. It was a commercial vessel, and it therefore passed coast guard inspections, meaning that this may cause coast guard regulations to get even more onerous on commercial vessel inspections... but on the other hand for the sake of safety, perhaps they could use some improvements perhaps.
