Hell cut back military spending on bases that are in santuary areas and states and then move the troops out so they are not spending money in those towns and surrounding areas. That'll get their attention since trump is commander and chief he can move personnel where ever he says they are needed like in red states or states that cooperate with ICE. Hell there are a lot of blue states with big military bases like Jersey has a few bases and so does NY and Virginia you can put a bunch of the guys out to sea and have them dock in friendly states for R&R and spend their money there.
