And we need to establish bomb free zones at high risk targets. Schools, malls, banks, supermarkets, basically anywhere with a large influx of people. All of them need signs designating them bomb free zones. That way, the would be perpatrators will just have to put down their bomb before entering a bomb free zone. And we need to establish a bomb buy back system, so that these bomb owners have at least some ensentive to give up their bombs. And then after that, a bomb collection task force would be ideal, for those die hard bomb people who refuse to give up their bombs. Then after all the bombs have been collected, we should just gather all of the bombs in a pile, set them on fire, and get rid of them for good.
