In Two Hundred Years Together by Solzhenitsyn, the author claims that the Russians made several official attempts to integrate the jews into their societies. At one point, they segregated land in Ukraine for farm land so jews could use it as such. Instead, they reverted back to what they always did. They were apartment leasers and distillers.
