You are correct. I was an ambulance paramedic for 10 years and have attempted resuscitations hundreds of times, some times with a positive outcome (sadly the statitics are low in most circumstances). Once cpr is initiated it must be continued until a doctor pronounces death. Another factor in this is an obviously deceased person, hence no attempts initiated, are not transported by EMS, it is up to the coroner to arrange removal (at least in my state). Of course a high visibility case may have affected the decision to appear to attempt resuscitaion when unwarranted medically.
