She is the daughter of a firefighter captain. She is NOT homeless... I watched the video and the dog is a lab who ran away after first gunshot which missed him. He could see she was very close but still fired, he's 50% responsible. Why didn't he shoot a warning shot into the air?

Sure you watched the video, but tell me... was the dog on a leash? No? Then we agree... SHE WAS AT LEAST 50% responsible. From the start I agreed the cop majorly fucked up, but his ineptitude doesn't absolve her of the responsibility of leashing her dog.
