Agreed, but that isn't how police officers are trained. They're trained to escalate usage of force based on the threat. Dogs have long, sharp, teeth and a potentially bone-crushing bite depending on the size of the dog. They aren't trained to slug it out, but that is an option. They are more likely to utilize lethal force against a dog.

I believe you, and I think that's part of the problem. Police should be trained to be able to do that. If you're too small or weak to overpower an average [criminal] man, then you shouldn't be able to be a police officer.
That said, I haven't been personally involved in a dog attack. I just don't think that if you had the appropriate equipment and training a dog attack would represent a lethal threat unless it's some 50kg Rottweiler monster.
