My point is this. Having a law does nothing. Like you said yourself, if she doesn't follow it, what does the law matter? And, I know you already knew what I was getting at, but I don't mind discussing it with you. So, you're saying if there were leash laws this wouldn't have happened. What makes you think she would have followed the leash law even if there was one? Edit: If this story was true, then it's just unfortunate that we have armed people that do nothing but kill unarmed people, and we consider this "legal."
