Yes, and in CA they leave the cart in the parking spaces so that you think you see a spot between the parked cars but only when about to pull in do you see in that space between cars that there's a cart left in the parking spot that prevents you from pulling in unless you stop your car, get out to move the cart somewhere else, and then you can pull in.

I used to have a really old beater. If I tried to pull into a spot with a cart, I'd usually hit it.

And while moving the cart, a car jacker hops in and takes off with your car.
