Its understandable thats she has her children's safety in mind, but a logical person would simply take the children with them to the cart well and put the kids in the car afterwords, or she could shop with another adult (friend? Husband? Retired mother/father?) who could either put the children in the car or return the cart. She just seeking attention.

I think the unsaid reason is (parking lot) niggers. Understandable.
