Unpopular but true. All wild populations need control and management. Horses are not native to North America and as such there are basically no natural predators for them. A large amount of wild horses are captured and trained to be working animals.

You can not just let everything run wild. The eco-people don't understand that with a lack of hunting and management that the ecosystem devastation is massive. There are programs all over the US to control wild horse populations as well as a lot of other species.

This is just how things need to be. If you don't like it, educate yourself or go buy a few hundred thousand acres to mismanage and see how that works out for you.

Oh, and since Americans (for the most part) do not eat Horse (I have no interest in doing so) they are usually killed off and used for pet food or in some cases the meat is shipped out of country.
