It wouldn't if the workers handing out the stuff were not paid like a $1000 /wk. Hell you could get regular people to do the basic shit and the trained ones to inspect homes and shit. YOu don't need a college diploma to interview somebody. It's fucking ridiculous the labour cost of the welfare workers.
