Why did the other people enter that construction site? Do you assume they had criminal intent? Maybe so maybe no. Maybe there was an exposed 2x4 at the perfect height to stretch ham strings after jogging 6 miles.

Yes the property owner explicitly stated he asked the authorities to tell people to stay out of the construction site because of safety concerns, especially for children. The owner had no concerns about theft because nothing was burgled.
