Ehhh... More like niggers fail to provide consistent discipline (if any at all) for their spawn. Pretty much all mammals are capable of Pavlovian responses to stimuli, good monkey a gets banana, bad monkey gets smacked, they eventually learn to perform or avoid certain behaviors if you are quick and consistent with responses. Performing the training is the thing that takes frontal lobe power, it is the part that requires intellect and human level reasoning. Performing the discipline, actually raising the children, this is where the nog is incapable. They run around in a pack like free range chickens and take whatever they want from the younger/weaker. I used to think that it was just the cruel feedback cycle of poverty begat crime, begat poverty... but then you watch Empire of Dust or start reading some raw colonial era observations and you realize that the second you take the yolk off the African becomes a tribesman. A generation after you stop training the puppies the dogs behave more or less like wolves again.
