Unfortunately, #2 and 3 can't be done in a lot of movies and shit- the director wants the actors to point guns at each other. It happens all the time, just watch one scene from John Wick.
Difference is, responsibility in using the right props. If it's a prop, then it shouldn't be able to project anything except a little tiny flash and some smoke. If that means they need a special replica of various guns made, then so be it- they have millions of dollars usually to fund their fucking movie/show (while laundering it at the same time). And if this is not possible for some reason, and you absolutely must use real firearms and have actors pointing them at each other, there needs to be clever editing used- so that they're never loaded while pointed at each other. And the weapon should be checked by at least 3 different people before being handed directly to the actor, who should also inspect their magazine's contents and ensure there are no projectiles among the blanks.
This whole situation is absurd. Alec Baldwin is a goddamned psychopath, like most high profile actors. He has quite a history of being a raving asshole, and then of course there is his "politics".
