This fraud is rampant in the Jewish community. I remember when this (my.lausd.net) (PDF warning) story broke a few years ago in Los Angeles. The jewish schools were filing applications for Title I money on behalf of their students who didn't qualify. It's sort of like applying for welfare in someone else's name.
A friend worked for LA schools at the time and happened to be fluent in Russian. One of the people representing these schools was at a school board meeting talking to his friend in Russian about "milking the cow" that was the LA school district.
