So far the so-called "mandate" consists of nothing more than a WH press release, the full legal weight of which is zero, zip, zilch, nada. These idiots are rolling over for what amounts to a fucking memo. Nowhere under 18 USC does the DOJ have the power to charge anyone with: "Failure to obey a WH press release." or even any variation of that all-time DOJ favorite, "Conspiracy to fail to obey a WH press release."
Maybe they can start an investigation into, "Collusion with the intent of not obeying a WH press release." Yeah. That's the ticket. "Collusion". Because that's worked so well in the past, right?
