A fact check is never designed to actually outline anything factual. It is instead a psychological crutch, placed to allow the already indoctrinated to consume a ready made narrative of why the information that would otherwise cause them cognitive dissonance is wrong, and why their existing indoctrinated world view is still valid. The fact check is only a tool to keep NPCs on the reservation, that is why they often appear to be so ridiculous to the unindoctrinated. They are a kind of magic spell I suppose.
