While yes sexual assault as a criminal charge describes a range of offenses from groping to penetration, it is also a way to spare the victim some amount of shame after the fact by being too descriptive of what happened outside of a courtroom or a police report. Any adult that touches a child sexually should face the harshest penalty under the law, should they get caught by law enforcement and not an angry mob.
