Off chance they don't cooperate? Hey they can always have their probation revoked. Convictions and crimes are often used as blackmail or leverage. Fear turns what would otherwise be a liability into a reliable asset. And when they're done with them? "Drug overdose" or "killed in a gang shooting", or "pulled a weapon on a cop" or "mentally ill convict killed themselves" or a million other methods for disposing of loose ends. The satanism is just a bonus to the handlers, because it makes it easy to convict them at jury trial and discredit them if they go off plan.
