Much simpler. Intelligence agencies need an excuse to go after certain individuals. They gained this information and released it as anonymous in public domain. Now they will investigate it and use it to justify warrants. Might not be directed at the US and it might fit perfectly with Biden war on domestic terrorism.
Except for semi-private person-to-person messages, the feds already know the IP addresses of the users, even the ones hoping to hide using tor.
But I agree that this allows agencies OUTSIDE USA LEA to act. (Russia, China,MOSSAD,Germany)

I do not know all the mass data collection laws. They only like to keep the farce that they are not violating the 4th and we are a free people. Also that people continue the technology and just think it was the services and not the foundation that is corrupted.
