In our world, Vought has indeed developed and manufactured that Compound V stuff, but it's peddled as a "vaccine" and instead of granting you superpowers it removes from you normal human abilities, such as the ability to fight off infections or the ability to reproduce or the ability to live about threescore-and-ten.
