I e always wondered why this isn't done. Likely because it makes too much sense.
It's done just requires unique land formation
Literally any dam.

Well you need a place to put another body of water at an even higher elevation than the dams elevation but close by else the power to life the water increases from friction.
So a hill next to a lake which is not every dam
I assume efficiency loss, and the space to build it.
Batteries are not efficient at all. Minimal losses but the actual infrastructure is total shit as far as a solution goes. Higher losses with using a water/gravity battery. But it works and has extremely high unfaltering yields. Use "green" energy to power the pumps and gravity/natural rainfall for everything else.
Edit: plus you get drinking water reservoirs and recreational areas. It's a win, win, win, win.
Nifty about rain, I hadn't thought of that.
