I live in a doughnut county by Indy. Indianapolis is bad. You can be driving on a road in an adjacent county and it's very well maintained. The minute you cross the city limit it becomes a mine field of holes. My husband called me to tell me he had pothole distress disorder because he kept swerving so much he started dodging potholes that weren't even there. It is directly the fault of city government because surrounding municipalities that have been exposed to the same weather patterns and volume of traffic do not have this issue.
