Easy. Alcohol is not critical to survival, so you can't order it during your safety lockdown. That would be totalitarian though so they'll allow you a ration of 6 cans per week. That's one for every day of the week minus the shabbat, I mean sabbath.
Given that tyranny, I suppose they'll limit your time outside to 1 hour/day... oh... wait... they'll limit meat consumption to one burger/month. They'll issue food coupons good for only specific people, probably only vaccinated people. No cigarettes, cannabis, soda, sugary foods and so on.
Entertainment will only be via over the air. There will be one channel. No internet or cellphone service. Only wired phones connected to the ministry of truth.
