Hazmat is about volume + content. ALL chemicals are treated by a hazmat team if the volume is high enough.
Did you know that shampoo is considered a hazmat item? ... It is only if you have a whole pallet of it.
Waste systems can handle small amounts going down a drain in a predictable fashion. But, not large volumes over a far shorter period. So, if Walmart needs to dispose of a pallet of shampoo, they can't throw it in the trash or dump it down a drain. They have to set it aside and a specialized company (not the regular trash company) has to pick it up and incinerate it.
Hazmat rules ridiculous. But, just because the hazmat team got called doesn't mean jack.

Milk is also a hazmat.
Did not know that. Mayonnaise is a hazmat, because it’s so flammable.
