The city drainage worked perfectly fine for over 100 years while white people ran the city
The one in the Netherlands also works very well, as does the one in Belgium. Allthough at this point, those places will happily go underwater and global warming will be blamed, instead of failing infrastructure
It's not the temperature of the planet, but the size of the pumps that count. With a big enough pump I think you could live anywhere.
More about the political nature of it. See, the jews WANT these systems to fail, since it plays right into their global warming canard. But the only way to have them fail at this point is to hire diversity niggers who are too dumb to operate these pumps. Same with California, the wildfire mismanagement was blamed on global warming, and not the supremely shitty decisions made by California
