HIPAA is only for people who are already in possession of medical data that you gave them, but we should maintain our right to privacy regardless of any laws.
HIPAA applies to the individual, they just aren't charged for breaking it if they choose to reveal any of it. I don't have to tell anyone anything about any procedure I may or may not be taking.
