Some states like Pennsylvania consider it statutory rape if you have sex with an underage woman even if she uses a fake id to lie about her age. The state will have its criminals one way or another
I wasn't aware that there was a single state that didn't consider it statutory rape even in that situation. And if it was just about wanting any arrests whatso ever there are plenty of things of others they could go after. They want to completely destroy white birthrates and any semblance of a functional society and making men paranoid about the legality of a woman with no way to legally confirm it in a way that alleviates criminality if it comes to light that she has lied is a part of that equation.
