One write up explained Apple's new tech is looking for images coded contraband from the FBI exploited children database. When the system is flagged enough times only then will a live person review the pictures. Supposedly it's not scanning picture content (like how instagram can detect a nude pic or certain memes) but instead looking for a digital code matching the FBI exploited children database. I'm not tech savvy so I'm not familiar with the code they're describing.
