They actually have a ring of effectively human traffickers operating out of Arizona. They bring in (heavily) pregnant African women. Usually alone. So anyways they fly them into Arizona, where they hang out and until they have the baby, collect a US birth certificate for it, and recover just enough to fly back to Africa. If any part of this goes wrong, guess what? They count it as a poor outcome of US healthcare. 40 yr old woman with 5 babies from IVF? Our fault if they don't make it full term.
