My 800 dollar, used Amazon netbook takes 3 seconds to boot. The fact that it came with McAffee. I think you need to clean install.
All you need is Windows Defender, and, yeah, apps that start with Windows make it take forever to "boot". You have to never install those or clean them up.

Thats not booting. Thats coming out of a sleep mode where your monitor was turned off.

Perhaps 3 is an exaggeration if you include the BIOS runtime, but it's not from sleep. Windows boots really fast now with clean drivers

I just reformat the drive and go with Linux. I'm not a computer guy and it works well enough for me.
