FOIA. They already have the power to 1) audit via FOIA or 2) force the CDC to admit they're simply a private company holding a cabinet level position and therefore have the same privacy protections as any other private entity.
Fact: Congress never created the CDC. It was created by a federal grant to kill mosquitos in Georgia where they remain headquartered today. They have a founder, Dr. Joseph Mountin. This is quite unlike the FDA whose founder is congress.
Edit: Some people confuse the CDC Foundation (which was established by congress in 1992 in order to fund the CDC) with the CDC itself. The CDC was established privately in Atlanta by Dr. Mountin in 1946. The CDC and the CDC Foundation are different entities.

Other way around. The CDC Foundation was created by congress in the 1990s in order to fund the CDC.
The CDC was founded just after World War Two by Dr. Mountin. Says so right on the CDC website. Also see the CDC Foundation website which says it was created by congress.
