Except they don't need to get people to trust them. For whatever reason, they are seeking to maximize division in the populace. To do this, they are dividing people into gullible suckers and untrusting skeptics. *They understand the consequences of their messaging methods*, mostly. They are not trying to appease those who resist their authority.
