because $$$. Anyway, the truth is that the guards took care of the prisoners very well, much better than the allies treated their prisoners, by a long way. Guards stayed behind when the allies were closing in, to take care of the sick prisoners (dying from allied bombing, of course) and were murdered on the spot by allied soldiers, against all conventions of war. The bad guys won, and usually do.
