What does that mean? Puerto Rico is a US territory, if he is Puerto Rican he's a US Citizen.

The article says that he wants to be deported to his "home country" and that other warrants described him as a "Puerto Rican Male" making it unclear what his home country is. He probably told people he was Puerto Rican so they wouldn't know he was a wetback.

The ICE holds so federal agents can decide whether to deport is ridiculous. No decision, if they are illegal, its gtfo. If they commit a crime, it's prison then gtfo.
